무관심과 무능 무책임으로 무너진 민생과 경제,
장갑차와 자동소총에 파괴된 민주주의를
다시 일으켜 세울 시간입니다.

우리를 갈라놓은 혐오와 대결 위에
공존과 화해, 연대의 다리를 놓고,
꿈과 희망이 넘치는 국민행복 시대를 활짝 열어젖힐 시간입니다.
한강 작가가 말한 대로,
과거가 현재를 돕고, 죽은 자가 산자를 구했습니다.
이제는 우리가,
미래의 과거가 되어 내일의 후손들을 구할 차례입니다.

 

국민 앞에 약속드립니다.
깊고 큰 상처 위에 희망을 꽃피우라는 준엄한 명령과,

이번 대선에서 누구를 지지했든
크게 통합하라는 대통령의 또 다른 의미에 따라,

대한민국은 오늘도 새로운 역사를 쓰고 있습니다.
식민지에서 해방된 나라 가운데
유일하게 산업화와 민주화에 성공한 나라,
세계 10위 경제력에 세계 5위의 막강한 군사력을 자랑하며
K-컬처로 세계문화를 선도하는 나라.
이 자랑스러운 동방의 한 나라가 이제는,

인공지능 무한경쟁 시대가 열렸습니다.
기후위기가 인류를 위협하고, 산업 대전환을 압박합니다.
보호주의 확대와 공급망 재편 등 급격한 국제질서 변화는
우리의 생존을 위협합니다.
변화에 뒤처져 끌려갈 것이 아니라
변화를 주도하며 앞서가면 무한한 기회를 누릴 수 있습니다.
그러나 안타깝게도,
이 중차대한 시기에 우리는
민생, 경제, 외교, 안보, 민주주의 모든 영역에서
엉킨 실타래처럼 겹겹이 쌓인 복합 위기에 직면했습니다.
대한민국의 현재와 미래가 동시에 위협받고 있습니다.
지친 국민의 삶을 구하고 민주주의와 평화를 복구하는 일,
성장을 회복하고 무너진 국격을 바로 세우는 일에는
짐작조차 힘들 땀과 눈물, 인내가 필요할 것입니다.

 

그러나 그늘진 담장 밑에서도
기필코 해를 찾아 피어나는 6월의 장미처럼,
우리 국민은 혼돈과 절망 속에서도 나아갈 방향을 찾았습니다.
주권자 국민의 뜻을 침로로 삼아
험산을 넘고 가시덤불을 헤치고서라도 전진하겠습니다.
민생회복과 경제 살리기부터 시작하겠습니다.
불황과 일전을 치르는 각오로 비상경제대응TF를 바로 가동하겠습니다.
국가 재정을 마중물로 삼아 경제의 선순환을 되살리겠습니다.
이제 출범하는 민주당정권 이재명정부는
정의로운 통합정부, 유연한 실용정부가 될 것입니다.
통합은 유능의 지표이며, 분열은 무능의 결과입니다.

필요하고 유용하면 구별 없이 쓰겠습니다.
이재명정부는 실용적 시장주의 정부가 될 것입니다.
통제하고 관리하는 정부가 아니라
지원하고 격려하는 정부가 되겠습니다.
창의적이고 능동적인 기업 활동을 보장하기 위해

첫째, 명실상부한 ‘국민이 주인인 나라’를 만들겠습니다.
대한민국은 민주공화국이고, 주권은 대한국민에게 있습니다.
언제 어디서나 국민과 소통하며
국민의 주권의지가 일상적으로 국정에 반영되는
진정한 민주공화국을 만들겠습니다.
빛의 광장에 모인 사회대개혁 과제들을 흔들림 없이 추진하겠습니다.

 

둘째, 다시 힘차게 성장 발전하는 나라를 만들겠습니다.
기회와 자원의 불평등이 심화되고,
격차와 양극화가 성장을 가로막는 악순환이 지속되고 있습니다.
저성장으로 기회가 줄어드니,
함께 사는 경쟁 대신
네가 죽어야 내가 사는 전쟁만 남았습니다.
극한경쟁에 내몰린 청년들이 남녀를 갈라 싸우는 지경이 되었습니다.
경쟁 탈락이 곧 죽음인 불평등 사회가
갈라치기 정치를 만나 사회존속을 위협하는 극단주의를 낳았습니다.
새로운 성장동력을 만들고, 성장의 기회와 결과를 함께 나누는 공정성장이 더 나은 세상의 문을 열 것입니다.
가난해도 논밭 팔아가며 자식들 공부시킨 부모 세대의 노력이 지금의 대한민국을 만든 것처럼,
정부가 나서 다가올 미래를 준비하고 지원하며 투자하겠습니다.
AI, 반도체 등 첨단 기술 산업에 대한 대대적 투자와 지원으로
미래를 주도하는 산업 강국으로 도약하겠습니다.
기후위기 대응이라는 세계적 흐름에 따라
재생에너지 중심사회로 조속히 전환하겠습니다.
에너지 수입 대체, RE100 대비 등 기업 경쟁력 강화에 더하여,
촘촘한 에너지고속도로 건설로 전국 어디서나 재생에너지를 생산할 수 있게 해 소멸위기 지방을 살리겠습니다.

 

셋째, 모두 함께 잘 사는 나라를 만들겠습니다.
자원이 부족했던 대한민국은
특정한 지역, 기업, 계층에 몰아 투자하는 불균형발전전략으로
세계 10위 경제대국으로 압축 성장 했습니다.
그러나 이제는
불균형성장전략이 한계를 드러내고,
불평등에 따른 양극화가 성장을 가로막게 되었습니다.
이제 지속적 성장을 위해서는
성장발전전략을 대전환해야 합니다.
균형발전, 공정성장 전략, 공정사회로 나아가야 합니다.
수도권 집중을 벗어나 국토균형발전을 지향하고,
대·중·소·벤처기업과 스타트업이 유기적으로 협력하는 산업생태계를 만들고,
특권적 지위와 특혜가 사라진 공정사회로 전환해야 합니다.
성장의 기회와 과실을 고루 나누는 것이 지속성장의 길입니다.
성장과 분배는 모순관계가 아닌 보완관계인 것처럼,
기업 발전과 노동존중은 얼마든지 양립할 수 있습니다.

 

넷째, 문화가 꽃피는 나라를 만들겠습니다.

아무리 비싼 평화도 전쟁보다 낫습니다.
싸워서 이기는 것보다, 싸우지 않고 이기는 것이 낫고,
싸울 필요 없는 평화가 가장 확실한 안보입니다.
북한 GDP의 2배에 달하는 국방비와 세계 5위 군사력에,
한미군사동맹에 기반한 강력한 억지력으로
북핵과 군사도발에 대비하되,
북한과의 소통 창구를 열고 대화 협력을 통해
한반도평화를 구축하겠습니다.
불법계엄으로 실추된 군의 명예와 국민신뢰를 회복하고,
다시는 군이 정치에 동원되지 않도록 하겠습니다.

II. English Translation of the Inaugural Address
Respected and beloved citizens of the Republic of Korea,
This is Lee Jae-myung, the 21st President of the Republic of Korea, chosen by you, addressing you today.
I stand here with a sense of infinitely heavy responsibility and boundless gratitude.
Embracing the 52 million aspirations and wishes sent by our 52 million people,
Starting today, as the 21st President of the Republic of Korea,
I take the first step towards a truly democratic Republic of Korea.
The future is beckoning us.
It is time to revive the people's livelihood, pushed to the brink,
and to restore growth to create a tomorrow where everyone is happy.
It is time to rebuild our people's livelihood and economy, shattered by indifference, incompetence, and irresponsibility,
and the democracy destroyed by armored cars and automatic rifles,
and to restore security and peace, which have been reduced to tools of political strife.
It is time to build bridges of coexistence, reconciliation, and solidarity
over the hatred and confrontation that have divided us,
and to fully open an era of national happiness brimming with dreams and hope.
As author Han Kang said,
the past helped the present, and the dead saved the living.
Now, it is our turn,
to become the past of the future and save our descendants of tomorrow.
I promise before the people.
I will respond to the solemn command to make hope bloom upon deep and large wounds,
and to the earnest desire to create a completely new nation.
Regardless of whom you supported in this presidential election,
in accordance with the other meaning of the presidency, which is to greatly unite,
I will become a ‘President for all,’ embracing and serving all citizens.
The Republic of Korea is writing a new history today.
The only nation among those liberated from colonial rule
to succeed in both industrialization and democratization,
boasting the world’s 10th largest economy and 5th strongest military power,
and leading world culture with K-Culture.
This proud nation of the East is now
opening a new chapter in the world history of democracy,
suppressing a military coup by a supreme leader with barehanded cheerings sticks.
The world is watching this great journey of the Republic of Korea,
this great capacity of the Korean people,
with wonder.
The five-colored light revolution, K-Democracy,
has become a clear model for people around the world
seeking a new path for democracy in crisis.
Beloved citizens,
We stand at a great turning point.
An old order is receding, and a new order, a great civilizational transformation, is underway.
An era of unprecedented super-technology and new civilization,
an era of infinite competition in artificial intelligence
where pages turn in the blink of an eye, has opened.
The climate crisis threatens humanity and presses for a great industrial transformation.
Rapid changes in the international order, such as expanding protectionism and supply chain reorganization,
threaten our survival.
If we lead change and move forward, rather than being dragged behind,
we can enjoy infinite opportunities.
However, regrettably,
at this crucial time, we are faced
with a complex crisis, like a tangled skein of thread,
in all areas of people's livelihood, economy, diplomacy, security, and democracy.
The present and future of the Republic of Korea are simultaneously threatened.
Saving the weary lives of the people and restoring democracy and peace,
recovering growth and re-establishing our fallen national dignity
will require an unimaginable amount of sweat, tears, and perseverance.
However, like the roses of June
that inevitably find the sun and bloom even under a shadowed wall,
our people have found the way forward even amidst chaos and despair.
Taking the will of the sovereign people as our compass,
I will advance, even if it means crossing rugged mountains and hacking through thorn bushes.
I will start with reviving the people's livelihood and saving the economy.
With the determination to fight a war against recession, an emergency economic response TF (Task Force) will be launched immediately.
We will use state finances as priming water to revive the virtuous cycle of the economy.
The Lee Jae-myung administration of the Democratic Party, now launching,
will be a just and integrated government, a flexible and pragmatic government.
Integration is an indicator of competence, and division is the result of incompetence.
Only political forces with no skill or will to change the people's lives
divide the people and sow hatred to maintain power.
I will be a president who ends the politics of division.
I will overcome the crisis by using national unity as a driving force.
I will restore what was lost and broken due to the insurrection –
people's livelihood, economy, security, peace, and democracy –
and create a society that continuously grows and develops.
The act of insurrection, seizing national sovereignty with guns and swords entrusted by the people,
must never recur.
We will thoroughly investigate the truth to assign due responsibility,
and firmly establish measures to prevent recurrence.
We will restore communication and dialogue on the values of coexistence and integration,
and revive a politics of concession and compromise.
Let us send old ideologies to the museum of history.
From now on, there are no progressive problems.
From now on, there are no conservative problems.
There are only the problems of the people, the problems of the Republic of Korea.
Be it Park Chung-hee's policies or Kim Dae-jung's policies,
if they are necessary and useful, I will use them without discrimination.
The Lee Jae-myung administration will be a pragmatic, market-oriented government.
It will not be a government that controls and manages,
but a government that supports and encourages.
To ensure creative and proactive corporate activities,
regulations will be changed to a negative-list basis.
We will provide strong support so that entrepreneurs can freely start businesses, grow,
and compete in the global market.
Actions that threaten the lives and safety of the people, the legitimate rights of workers,
unjustly oppress the weak,
or disrupt market order through unfair practices like stock price manipulation –
profiting by breaking the rules while those who follow them suffer –
will never be tolerated.
A country where the basic living conditions of all citizens are guaranteed,
a country where dangerous challenges are possible thanks to a thick social safety net,
is where innovation and new growth are possible.
Individuals, and the nation, must grow to be able to share.
Through pragmatic diplomacy centered on national interest,
we will turn the crisis of the great transformation in the global economic and security environment
into an opportunity to maximize our national interest.
We will strengthen ROK-U.S.-Japan cooperation based on a steadfast ROK-U.S. alliance,
and approach relations with neighboring countries from the perspective of national interest and pragmatism.
We will broaden our diplomatic horizons, enhance our international standing,
and expand the economic territory of the Republic of Korea.
Respected citizens,
The great revolution of light commands us to go beyond ending the insurrection and build a shining new nation.
I will solemnly uphold the people's command for a new nation of hope.
First, I will create a nation where ‘the people are truly the masters.’
The Republic of Korea is a democratic republic, and sovereignty resides in the people.
Communicating with the people anytime, anywhere,
I will create a true democratic republic
where the sovereign will of the people is routinely reflected in state affairs.
We will unwaveringly pursue the great social reform tasks brought together in the plaza of light.
Second, I will create a nation that grows and develops vigorously again.
Inequality of opportunity and resources is deepening,
and a vicious cycle where disparity and polarization hinder growth is continuing.
As opportunities decrease due to low growth,
only a war where you must die for me to live remains,
instead of a competition of living together.
Youth, driven to extreme competition, have reached a point of fighting divided by gender.
An unequal society where failure in competition means death
has met divisive politics and birthed an extremism that threatens social existence.
Fair growth, by creating new growth engines and sharing the opportunities and results of growth, will open the door to a better world.
Just as the efforts of the parent generation, who educated their children even by selling their fields, created the Republic ofKorea today,
the government will take the lead in preparing for, supporting, and investing in the coming future.
Through massive investment and support for high-tech industries such as AI and semiconductors,
we will leap forward as an industrial powerhouse leading the future.
In line with the global trend of responding to the climate crisis,
we will swiftly transition to a renewable energy-centered society.
In addition to strengthening corporate competitiveness by substituting energy imports and preparing for RE100,
we will revive local regions facing extinction by enabling renewable energy production anywhere in the country through the construction of a dense energy highway.
Third, I will create a nation where everyone lives well together.
The Republic of Korea, which lacked resources,
achieved compressed growth into the world's 10th largest economy
through an imbalanced development strategy of investing concentratedly in specific regions, companies, and classes.
However, now,
the imbalanced growth strategy has revealed its limits,
and polarization due to inequality has come to hinder growth.
Now, for sustainable growth,
we must make a great transformation in our growth and development strategy.
We must move towards balanced development, fair growth strategy, and a fair society.
We must move away from concentration in the metropolitan area and aim for balanced national development,
create an industrial ecosystem where large, medium, small, and venture companies and startups cooperate organically,
and transition to a fair society where privileged status and special favors have disappeared.
Sharing the opportunities and fruits of growth equitably is the path to sustainable growth.
Just as growth and distribution are not contradictory but complementary,
corporate development and respect for labor can coexist fully.
Fourth, I will create a nation where culture flourishes.
“The only thing I desire to have in infinite measure is the power of a high culture.”
The dream of Baekbeom Kim Koo is now becoming a reality.
From K-pop to K-drama, K-movie, K-beauty, and K-food,
Korean culture is captivating the world.
Culture is economy, and culture is international competitiveness.
The international fervor for Korean culture
must be linked to the development of the cultural industry and good jobs.
We will further grow the cultural industry of the Republic of Korea.
Through active support for culture and arts,
we will leap forward as a cultural powerhouse that rewrites the global standard for content,
a global soft power top 5 nation.
Fifth, I will create a safe and peaceful nation.
Safety and peace are the great premises for national happiness.
Safety is sustenance, and peace is the economy.
We will clearly investigate the truth of social tragedies such as the Sewol Ferry disaster, the Itaewon 참사, and the Osong underpass 참사,
and build a safe society where the lives and property of the people are not threatened.
We will heal the wounds of division and war and design a future of peace and prosperity.
No matter how expensive, peace is better than war.
Winning without fighting is better than fighting and winning,
and peace where there is no need to fight is the most certain security.
With defense spending equivalent to twice North Korea's GDP, the world's 5th largest military,
and strong deterrence based on the ROK-U.S. military alliance,
we will prepare for North Korean nuclear threats and military provocations,
while opening channels of communication with North Korea and building peace on the Korean Peninsula through dialogue and cooperation.
We will restore the honor of the military and public trust, tarnished by the illegal martial law,
and ensure that the military is never again mobilized for political purposes.
Beloved and respected citizens,
Despite numerous life-and-death crises,
I have come this far by holding onto my faith in the people alone,
following the path led by you, the people.
Now, I will seek hope following the mission entrusted by the people.
Our people were strong when united,
and when the people united, they overcame any adversity.
Facing Japanese oppression, we rose up with the March 1st Movement
and established the Provisional Government of the Republic of Korea.
On the ruins of division and war, we achieved industrialization that astonished the world.
We fought against harsh dictatorships to win democracy,
and regained national sovereignty through two beautiful, bloodless revolutions unprecedented in world history.
With this great capacity of our people, there is no crisis we cannot overcome.
A nation leading the world with the power of high culture,
a nation leading change with advanced technology,
a Republic of Korea that serves as a model for the world with its exemplary democracy.
What our Republic of Korea does will become the world standard.
Respected citizens,
Both recovery and growth are ultimately
for the happiness of the people, the masters of this land.
Let us create a true democratic republic where all national capabilities are wholly used for the people.
Let us move beyond small differences, acknowledge and respect each other,
and advance together towards a nation where the people are masters,

a true Republic of Korea.
